Deleted/Archived characters still appear in Edit Token > Represents Character drop-down menu

Like it says in the title, characters like Mummy Lord, Axe Guard, Pdeudodragons, Savin, etc. are all either archived or deleted (with all of their art and other assets deleted for good measure) and yet here they are.  There's got to be two dozen retired characters there by now. BUT it's not every old characters and NPC.  It seems completely random.  I've tried creating and deleting NPCs with different attributes, different tokens, to see if I could reliably re-create the problem but sometimes it works, sometimes it doesn't. Someone said I should make a copy of the game to see if the bug carries over, and the bug does, so that's not the solution.
Archived characters are still "in play" so it makes sense they would show up in the list; they are just out of the way for purposes of the Journal. Deleted characters should not be showing up. Verify that the deleted characters are not archived, then try logging out of Roll20, closing your browser, starting your browser, and logging in to Roll20 again and see if the deleted characters are still in the list.
That's the weird thing: Most of the archived characters aren't in the dropdown menu.  Some deleted characters are still in the dropdown menu, some aren't.  Some archived characters are in the dropdown menu, some aren't. Deleted characters are in the dropdown menu.  And it's been like this for nearly a year and I've gotten nowhere trying to figure it out by myself and asking reddit for help. Since this has started happening I've logged out, restarted the browser, cleared the cache, deleted cookies... it's been the better part of a year.

Alrighty, just to make sure we're all on the same page, please run through our Solving Technical Issues one last time, doing all of this in one session: Step 1: Make sure to use the right browser Please check if these issues persist when using both Chrome and Firefox. Step 2: Ensure that there are no extensions/addons interfering with Roll20 Please disable all add-ons/extensions and anti-virus programs. Step 3: Clear your cache If none of the above succeeds, as I suspect will happen please thoroughly work through Step 4 . (Don't forget the complete Console Log!)   At that point I'll ping a dev to come poke at this Thank you!

Look, I'm not disabling my anti-virus.  It's Windows Defender, dead simple & ubiquitous.  I did steps 1-3, except that.

Unfortunately, without completing all troubleshooting steps, we can't eliminate antivirus from the equation. A console log would still be useful, but we may still need to rule out antivirus as it would potentially prevent certain scriptlets from running and properly cleaning up the game state

Although I haven't read anything about Defender causing issues with roll20.., other AV/security programs have been known to cause issues in the past.  I've ran a couple of computers on my home network without any AV for 3+ years without any "known" issues.  Disabling the AV for a short roll20 test just to eliminate it from the equation might be worth the modicum of risk.
