Combat Turn Order Window Pops up before tokens are visible to the player

In this particular game, I was one of the players. The GM was setting up the turn order for an upcoming combat and a blank window popped up for all the players with nothing in it.  Once combat started and the visibility was adjusted so that the players could see the creatures, the turn window worked just fine. It would be nice if the window would only show up for players if there are characters/enemies that are visible to the players with an initiative value instead of as soon the GM starts playing with it. Has anyone else experienced this? Hopefully I'm using the right terminology, haha.
This isn't a bug, and it's working as intended.  Your GM probably had some tokens on the GM Layer and had already entered their initiative value ahead of time.  That's why the Players only saw a blank Initiative Tracker box pop-up- because it was only blank to the Players until he changed the tokens off the GM Layer and onto the Map Layer.  This allows the GM to save live game time with entering a large number of tokens to the Initiative Tracker ahead of time.

Totally, entering the initiative values ahead of time is great for saving time. What I'm saying is that the Initiative Tracker shouldn't show up for players until there is content in it that would be visible to them. It just seems weird to have a blank box pop up regardless of the reason.
Cool.  It's not really a big deal for me, but it's certainly a good suggestion. :) Perhaps a helpful Moderator can move this thread to the Suggestions & Ideas sub-forum?
