I don't think it is possible to do on-the fly without an API script. If you have a regular need to whisper to a specific group of people, you can make a dummy character that they both control. Whisper to that character, and they will both see it. To whisper back to the group, they will need to do the same. This is the same trick that many users use to simulate two or more characters who speak a foreign language.
