Blank Characters added to game on startup

Each time I start my game a number of Blank Characters have been added to the Journal.  Nothing else seems to be missing or changed.  When these characters are deleted they return the next time i load the game. Has anyone encountered this?

1652430/storm-kings-thunder  I think it started after the most recent patch (SKT and Forge of Fury) but i'm not sure.  It's pretty low priority since they don't appear to be causing any problems or multiplying
