Role With It set-up

Im the GM for a pirate-themed campaign that uses the Role With It system, which is played by placing and flipping note-cards in a specific order. I've tried to work out some way to play it in Roll20, but I'm really new to the app, so does anyone have any ideas on how to effectively implement something along those lines? I dont want to just have the players just type in chat, and any advice/tips are welcome.

Is it pre-written cards? If so and there is a specific number then create a deck (multiple if needed) and either deal them all out to the players or lay them all out on the map area. If they are not prewritten then I don't know.

After listening to a little of the audio rule-book for Roll With It, I'm not sure roll20's current tool-set can accommodate the system. I posted a suggestion 4+ years ago that could possibly help run a system like Role With It on roll20. Allow text inside Card Decks Maybe your vote/comment could be the deciding factor... ;-)
