This is the intended behavior for the Duplicate Pages command, which should probably be labeled "New page with these settings". It just creates a blank page with all of the grid and lighting settings of the selected page. Transmogrify should be copying all assets on the page as well, though. Can you go into greater detail on what you are doing, giving reproducible steps?
