Is there any way to make a character sheet for Roll20 without being a Pro subscriber? I would really like to make a character sheet for Heroes Unlimited from Palladium Games I just need the know how which I can find on my own.

It's nearly impossible to make a sheet on roll20 without Pro. ;-( You'll need to be Pro and the creator of the game in order to access the custom sheet editor page (html, css, translation, preview).  You could get Pro temporarily while you create a sheet.  AFAIK, any game that uses the custom sheet code will remain even if the creator of the game is no longer Pro...  Also once the sheet is available on github, all other Pro users will be able to manually install that code for their custom games even if you no longer have a Pro account.  If it's a popular game, it may even become part of the regular character sheet templates available to all subscribers. Before sheet's were introduced on roll20, everyone had to manually create attributes and macros.  While not as user-friendly, that is still an option.
okay then how do i go about creating a sheet for Heroes Unlimited that can be listed along side the other two (the Rifts and Megaverse sheets)? is that something i could do as a plus user?

Only Pro users have access to use/edit custom sheets.  There really isn't another option.  Roll20 determines which sheets actually show up on the character sheet template list, I believe, based on the games "popularity". and to be honest, I'm not really sure on the exact criteria for this.

Anyone can submit character sheets for any game.  It doesn't have to be a 'popular' game to have a sheet submitted.  You're thinking of the dropdown list for game systems in the Playing field for games and the game search in the LFG Search.  The games dropdown menus exist to help standardize the options available (example: 4E vs. 4th Edition vs. D&D4, etc). No matter how many games are listed, some may not make the cut. Games are added to the list periodically. This ensures obscure listings gain greater visibility when sorted via the Other Games option and helps keep away “empty” search listings for underrepresented titles.

Yes, you are correct, you need to be a pro user or you need to post in the character sheet request thread, which in and of itself doesn't require any level of subscription.  I'm mainly trying to counter the false idea that a game has to appear in the dropdown games list to get a character sheet :P :)

Okay, is there a place that describes how to make a sheet? I might be able to afford it at some point, but not currently.
