You absolutely can, but it requires the creator of the game to have a Pro level account. Note that if you do develop and implement a sheet in a Pro-created game, and then subsequently reduce your subscription level to Plus or Free, the sheet will remain active in that game. You just won't have access to it to edit or maintain it, or to install it in another game.
