Do you need Premium to use Purchased Art packs?

Thinking of buying some art packs for a campaign, but I can't tell if I can only use them if I also have a Plus/Premium account, or can I use them with a Basic account as well? Thanks!

Any art packs can be used by any account level but some have features that are enabled when combined with plus or pro subscriptions. Some addons and most modules have dynamic lighting laid out for those with the paid subscriptions. What packs are you thinking or looking at to purchase?

So with that in mind, I should be able to, as a Basic user, just go into my purchased content and then drag n' drop stuff in for player's without the Pro/Premium membership ya?

You can drag and drop any assets for any game in which you are the GM, regardless of subscription level.
