Yeah, that's an issue with TokBox. Everyone would have to reload the app to clear it. One of the reasons we use googleplus for video chat instead of TokBox.

Unfortunately, there is not much we can do about Tokbox since it is a third party plugin. Ultimately we are waiting for WebRTC to replace Tokbox.  In the meantime my group uses Skype for voice chat and other groups use Google+ Hangouts for video chat.  - Gauss
If you're staying within Roll20 to communicate, I highly recommend using WebRTC over Tokbox. Tokbox was extremely frustrating, lots of delays and echoing. On the other hand, WebRTC has functioned almost flawlessly for us since we started using it. Only recommendation I have, it seems to work best if the DM logs in first, then the players come in. Otherwise, we've run into situations where some people can hear each other while others can hear nothing.
