Cannot get "touch" to work with Windows touch screen.

I can load Firefox up on my tablets and the touch screen will work fine with the tablets.  I have a couple of windows 10 laptops with touchscreens and they will not work. I have tried Chrome and Firefox.  I load the table up, I can tap on tokens, but I cannot drop them. I can open up pop-up windows just fine and close them. But no click and dragging of tokens, I cannot pan across the table with two fingers like I can on a tablet.  Not certain what to do. 

One thing we know is that Roll20 don't officially support tablets/phones outside the Roll20 app, so a bug report isn't likely an option.
