Have you considered looking into OVA , Big Eyes Small Mouth , Maid RPG or Ryuutama ? They're the quintessential anime type rulesets. Ryuutama is more fantasy based, but the other three are open to the genres like mecha, school, magical girls, etc. Golden Sky Stories is another sort of game, if you want something more peaceful that deals with yokai like Gegege no Kitaro, that doesn't rely on combat mechanics.
