I've had this problem both in Firefox and Chrome on linux. When you first select the draw tool and try to draw, nothing is drawn (though a blue box flashes around the area you attempted to draw in). This is repaired by going to the color selection dialog. Going to another tool and back to draw creates this problem again, even though the color selection dialogue still has the previous pen color.
