Does everything under "Recent Upload" in the art library count against your storage quota even if I am not actively using some of the things there?
Everything in your art library (aside from Marketplace purchases) is part of your storage quota. Nothing in you art library is loaded into your game at run time, unless it is actually deployed in said game.
