Lore / Item Question. My Character has a Ring, In-Character. Help me Define the Magical Properties!

Hey all. I have a relatively unusual request. I'd like to define the magical properties of a ring worn by my character. I'd like some options of RAW items (maybe minor homebrew) that supports the in-character reasons for him having this ring. Here's the gist of it: This is for a med-to-heavy RP campaign. Character is a manipulator of sorts. Though he's a Warlock IC, that just provides a rule set for his combat archetype. In a world of dwindling magic, arcane ability is very rare, and often frowned upon. My character is one who wants to surround himself with those who are presumably powerful from their ability to tap into the limited arcane power left in the world. He presents a facade of a nice person (In-game party role is that of the "Face"), but has IC ulterior motives. I haven't fleshed out his motives yet, but in short; he's power-hungry. His IC description has within it a ring that is worn upon necklace. I'd like a RAW (or minor homebrew) options for the ring's powers. They will be implemented later. It's a fluid concept - the ring. Not really sure where it's going to go. It's also a recurring theme for all characters I play (Kind of like "chocobos" and other references in Final Fantasy games - though the worlds change, there are a few constants. Mine's the ring.) I'm kinda thinking of it being a communication device - kind of like a mind link or something like that lets him communicate with his "followers" - those he's manipulated to "side" with him. Maybe that, or something that aids in the manipulation of that person. Suggestions? (Please include references, if possible.)
