Using maps from campaign modules

I purchased the strahd campaign and I can't for the life of me figure out how to get the maps loaded into the map layer.  I thought I should just be able to turn on the map layer and drag the graphic in, but dragging the maps onto the field just brings up the windowed map.  How do I actually get it loaded into the background?

Assuming you have started a game with the module as it's base the maps should be already set up for you. Have you looked in the pages navigation bar at the top of the VTT?

If you open the map page toolbar (blue tab top right corner of the map area) you should see all the maps. Just click on one and it will load for you. If you drag and drop the player ribbon (red ribbon marker) to a map, all your players will see that map if they have tokens setup and assigned to them.
