Shift + Scroll does not work (scroll-horizontally)

I made a post about this a while ago and didn't get around to updating. Here is the original content of said post: Recently, holding shift and scrolling is only scrolling up and down as opposed to side to side. I could have sworn that this was working last time I logged on, a couple weeks ago, but it isn't anymore. After some searching, I found some posts from a couple years ago saying that their sideways scrolling (shift + scroll) wasn't working, so I know that the shift + scroll is supposed to scroll horizontally unless I've massively misunderstood everything I've found. That means, if I'm correct, it's not an issue of me trying to use a hotkey or shortcut that does not exist, like pressing ctrl + y on Photoshop to try and undo something. I've tried using right mouse to pan instead, which totally works, but it feels kinda slippery and I'd rather just scroll. If it makes any difference, I am using Firefox. I've been told that shift-scrolling is a "chrome specific" thing. However, Firefox has had shift scrolling since Firefox 58, which was released on the 23rd of January, 2018. This leads me to believe that shift scrolling only being on chrome is specifically a Roll20 thing. I would put this post in the Suggestions and Ideas section accordingly, but I still can't be sure if this is a bug or unintentional.
I can't provide a fix for side-scrolling, however, you can get a more precise form of panning through the use of middle-mouse clicking and dragging. This applies to both Firefox and Chrome.
