Can't drop cards onto Order Tracker [Savage Worlds]

Expected behavior: Draw card from deck, drag to Order Tracker (without releasing), hover over "number" spot on Order Tracker line, release left button, Order Tracker updates with value of dealt card.  Actual behavior: Draw card from deck, drag to Order Tracker (without releasing), hover over "number spot" (it highlights appropriately when I hover over the right spot) on Order Tracker line, release left button, Order Tracker does not update at all.  The Order Tracker doesn't update regardless of whether no initiatives have been assigned or they already have initiatives assigned via "Deal -> to all Order Trackers items. I have also tried to update by dropping a new card onto the Order Tracker after having dealt from deck to all Order Tracker items, that doesn't update the initiative either.
