I am interested to hear the communities idea on the "best" modern rule set. This is one set in the modern world with fire arms etc. I am not interested in a far future rule set.
Admittedly I haven't played a lot of them, but World of Darkness is my personal favorite. The system naturally lends itself to a more supernatural setting, but that could be ignored entirely.
GURPS is pretty rules heavy but it enables, how would I put this, creativity/freedom in a semi-realistic way. It takes into account a lot of things that are especially important in modern environments.
How a person views the best rules is a personal choice and their view will reflect that. There are people that swear by d20 modern while others will swear by GURPS, Savage World, ect. If you are just wanting something to design realistic weapons in game systems then an oldy but goldy book would be 3G3-Guns-Weapon-design-Edition .
Thankyou everyone for your suggestions. I will look into all of it. This is kind of a back burner project. I want to run some sort of "modern" game at some time in the future. I ran a modern real world campaign bleeding into a post apoc zombie game using Roll20 Modern and though that was OK. I might just stick with what I know to make the learning curve less steep.
