Selecting the map makes the edges of the screen blue

Has anyone has this problem? Whenever I try to look around a map or select anything on it, the borders of the map turn blue and won't go away until I deselect it. It's a small issue, but still a bit distracting for me and want to know how to disable this function if possible.
I've had this happen before. In my case, the color around the map was the same as the page background color. The solution that worked for me was to change the page color in the settings for the page to transparent.
