STR + SIZ lower than 18 gives -1d4 to damage in the Roll20 version of the Runequest 3 character sheet. According to the actual rules, the cutoff should be 13 (12 and below = -1d4).
I don't think the Runequest sheets were done by Roll20, so a bug request won't help you. You might want to take this to the character sheets forum, since it is a community created sheet. If I am looking at the correct sheet on github , then the sheet author is David , so you might send a direct message as well.
