If I am running a campaign and have a pro/plus account (and thus access to Dynamic Lighting and Adv FoW) and my players all have the free account, will they be able to see/use the Dynamic Lighting? Or do all of them have to be pro/plus Roll20 users also?  Thanks so much!

The account level of the game creator determines the perks available in game.  If you create the game, then all that stuff is available in game, even if you promote one of them to GM, because the game is tied to your account.
