Wow, that's really old text. The tutorial is extremely out of date and breaks at some point (I think around the Jukebox section). Ignore that bit, it has not been true for years. Since then, Roll20 has completely revamped its Audio/Video capabilities. Some folks use it without issue, but it seems that the more connections, the less reliable it becomes. Many people advocate using a third party tool for voice and video.
