They can't create their own unless you promote them all to GM, but they can edit any that you create and give them view/edit privileges. I usually create a journal handout for each player (that only that player can see and edit), and another journal for the group that all players can view and edit. If someone needs more, it is pretty quick to create another handout and set permissions.
