I’m trying to open certain handouts in a new browser tab/ window but when I do, the tab opens but the screen is blank.  I’ve tried this on several devices but have the same issue.  Any help greatly appreciated.

Hmmm, very strange. To confirm, they don't have anything in them? Not even a loading icon or anything? Does this issue occur on one singular game, or is it across multiple games?
