That is correct. It creates a blank page but it duplicates the original page's settings. To carry over the graphics you'll want to Ctrl/CMD+A to select everything on a layer, then copy the content, move to the newly made page and paste the graphics in.

I wish it would copy everything over for me. In The One Ring, this would make it a lot easier to set up battles (using a battle mat) ahead of time. It's not a show-stopper, just seems a little counter-intuitive.

As a Mentor you can use the transmogrifier to copy a page to a different campaign and then back.
