So is there anyway to do a floating character hud? Something like this but that stays in the same position as an overlay.

I've wanted something like that for years. Made a suggestion for it and everything that got closed. Short answer is that within the tools that roll20 has provided it isn't possible. You could perhaps do it with a browser addon of some sort if you had the coding skills. I know that VTT enhancement suite changes the token bubbles to a new style so it seems possible to change minor things on the canvas but I don't know how much can be changed. If you find yourself looking in to it and decide to try and make something I'd be happy to try to help you with it.
It seems that you’re wishing for something that can be done easily by other means.  Your token serves every purpose that I see on that hud and if you add macros in the attributes page of your character sheet would have one touch buttons for initiative, attacks, spells and more as well.

@Spren My coding skills are non existent so I doubt I'll be able to make it. @Patrick True. The issue is I'm going to be using some tokens that aren't really standard size so the bars are pretty unsightly.
Well, I tried to think of another way to make it happen.  I'm also not a programmer.  It seems to me that even putting it on a layer of it's own, wouldn't work because the layer is attached to the map and thus moves as the view moves.  So, my next question is, do your players need to see all 3 bars all of the time?  What purpose would the HUD serve?  Maybe we (other users) can provide you with alternatives if you can explain what your looking to get out of the HUD.
