GUI Based Character Sheet Creation

First I want to start off by saying thank you to all those who have worked hard to keep the Character sheet repository full. My suggestion is in no way a reflection of dissatisfaction with all your hard work.  I feel Roll20 would greatly benefit from a Character Sheet Creation App. The scope of the app is straight forward and am thinking something akin to Visual Basic. It could allow users to upload a sheet as a background then add boxes, drop down, and fields. Traditional sheet creation would still be available but the tool would help DM's looking to run home brewed content without needing the coding experience to create a new sheet. 
This would be great, especially if you could use the existing 5e sheet as a starting point to add homebrew parts or campaign-specific boxes
Years ago I had the ability to hook on to coding and scripting and learn. I honestly tried to learn how to do character sheets for Roll20 but it goes over my head. Not sure if my age or what. All I know if that if I had GUI based sheet maker similar to Visual basic, I could stamp out sheets for some lesser known systems and run games to expose players to new settings.

years ago there was a proof of concept for something like this done by a sheet author (Brian).  I think if R20 would pick that up and run with it, it would be awesome.  It wasn't anything that would pass muster for a sheet repository game, but...could be a useful tool.

As a suggestion, it'd be nice to at least be able to take an image, upload it, and then position text boxes on it where needed. This wouldn't provide any clever mechanics, but it would mean that the sheets could be made to look like their PnP conterparts with ease. Is it possible to have more than one (type of) character sheet in the same game?
