It doesn't specify in the wiki but I usually use a jpg and keep it down under 600x400 (332 kb file size) but as far as I know the size doesn't matter for it. What format have you been trying? That tends to be more of the problem maker than the size unless you have a humongous pic. The icon pic also counts against your storage quota so if you are maxed or close to it, it won't upload probably.

Make sure the image isn't more than 5MB in size (for a campaign details image, it shouldn't be anywhere near that in file size.)
