That's the difference between an Addon and regular Marketplace Graphics. It's likely that the one without the characters just predates Addons, which were only introduced recently (relatively). You could contact Roll20 and suggest they ask the Marketplace artist who made the plain graphics if they're interested in producing an Addon for them.
