Cards Come Out As Tokens Without Player Permissions

I'm using the API to draw custom cards out onto the tabletop for players to choose from and grab to take into their own hands, but it seems when I do this, they come out as tokens instead of cards and have to have their "controlled by" settings manually changed to be able to let players have control of them. Is there any workaround for this, or am I potentially doing something wrong in my code? Any insight would be helpful- thanks!

All cards played to the table are graphics with the subtype 'card', though they can be played with bars and bubbles (which probably means they have a subtype of 'token') based on a setting on the deck. To allow players to pick them up, you have to set a timeout function to find them after they've been created and add the player ids or 'all' to the controlled by list.
