The campaign's default token settings don't actually get used for new tokens?

In my campaign settings, under Game Default Settings, where it says " Customize new pages and tokens to use the settings that best fit your game" I have changed the default token settings to show the creature's name and nameplate.  I have clicked the "Save Defaults" button at the bottom of that section and then also clicked the "Save Changes" button at the bottom of the page, and I've confirmed that the settings have actually been saved. However, in my game, when I drag a creature from my compendium to the map to create a token, the new token is still created with those checkboxes turned off.  I have to turn them on for every single enemy I create. What the heck am I doing wrong?  Why doesn't this work?

Is there already a version of that creature in your journal?  The default settings don't automatically override existing entries, and the compendium doesn't overwrite previously existing versions of a creature to preserve any custom alterations you may have made. If you look at your settings inside the game (under the cog), at the very bottom there should be an Experimental Features section that includes a button labeled Apply Default Settings.  If you click that, it should apply your defaults to everything.  Otherwise, your defaults are only applied to things that are created new.
Sorry, let me rephrase that correctly.  I used the wrong term to describe what I was doing. I'm creating the tokens by dragging them from my ART LIBRARY onto the map.  This creates a new blank token that just has the picture I want and is not linked to any creature in the compendium or the journal, or to any other token.  However, it doesn't have the "Show Name" and "Player Permissions: Name" boxes checked like it should. So no, there isn't already a version of that creature in my journal - in fact I'm not using the journal at all.

And what name are you expecting it to pull from the Art Library? The image's filename? The name is pulled from a Journal sheet for the token to represent.
No, I don't expect the name to be anything except blank.  Let me use screenshots to explain.  I set the "Show Nameplate" checkbox and the "Player Permissions: Name" boxes to be checked in the default token settings of my campaign settings, like so: And yet when I create a new token by dragging an image from the art library onto the map, that default setting is ignored and the new token doesn't have those two boxes checked: I just want those two boxes to be checked by default for new tokens that I create.  Isn't that what the settings I changed are supposed to do?
Sorry I misunderstood your issue. Yes, that is exactly what the default settings should do if you pull an image from your Art Library. I have tested this and it works for me. What browser are you using? Do you have any browser plugins or extensions running?
I am using Firefox, and I have the VTT Enhancement Suite extension installed to add more functionality to Roll20. However, I just tested this in Chrome and it does the same thing.  I don't have any extensions or plugins installed in Chrome whatsoever. I also just now turned the two default token settings off in Chrome, saved the settings, refreshed the site, turned them back on, and saved the settings again.  I did all this just to make sure that Firefox hadn't somehow prevented the settings from being turned completely on.  This didn't help; new tokens continue to not have the default settings I want in both browsers. Turning off the Firefox extension also doesn't help.  I tried that too.

Just out of curiosity, does it work correctly if you copy the game?  Or just create a new game to test in, and see if it works there.
I created a new game to test in and the same thing happened. Also, I tried on a different account and the same thing happened.  If the feature works for other people then I must be doing something wrong. If I change the default map settings, those DO get used for new maps I create.  Only the default token settings aren't getting used. I tried changing other default token settings, such as making the bars and auras visible, or setting Bar 1 to be 10/10 by default instead of blank, and those didn't work for new tokens either. I also tried making a new character in the Journal and dragging that onto the map to create a new token, instead of creating a token by dragging an object from my art library. It still didn't inherit the new token. In my new test game, I clicked the "Apply Default Settings" button in the Experimental Features section of the in-game settings tab, as suggested by Kraynic in his first post. This DID turn on the checkboxes for all tokens in the game!  However, new tokens I create afterwards still don't have the boxes checked.  And doing that every time I create new tokens is worse than checking the boxes individually for every token.
You may want to grab and post a console log here for the devs to look at. I would grab from when you have set and saved the default settings, then launching the game, and dragging and dropping an image.
