Changing NPCs from always roll advantage and always whisper rolls to toggle?

I have found on individual npc character sheets where I can change them to toggle advantage and toggle whisper from always advantage and always whisper. But I would like to change all of my NPCS (I purchased the Roll20 Descent to Avernus pack) to toggle both whisper and advantage. I have it set in the campaign settings but it isn't effecting the existing NPCs, or the PCs, but a new PC I just rolled has the toggles.

Here's how to set up those defaults: Go to the Campaign Settings Page Choose "Always Roll Advantage" under "Roll Queries" in the Default Sheet Settings Choose "Always Whisper Rolls" under "Whisper Rolls to GM" in the Default Sheet Settings Save Load your game Go to the settings tab on the right and scroll to the bottom where you will find a button that says Apply Default Settings. Press it. Choose to update the Roll Queries and Whisper settings. Wait a minute or two for it to resolve. Have fun!

I am trying to do the opposite - I purchased the Wildemount package, and all of the Monster rolls are set to "Whisper to GM" - I am looking to do a mass change to all existing tokens to NOT whisper.  My defauIt for new sheets has always been "Never Whisper" - tried the Apply Default Settings - no joy. Tried setting my default to "Whisper Toggle" and otherwise followed the walkthru listed above - and Sucess - now tokens are all Whisper toggle. So, then went back, set default back to "Never Whisper" - and when I went to Apply Default settings, there was no option to select to modify the Whisper rolls.   In essence, for some reason, it seems that detection of changes to other states works, I can't apply "Never Whisper" to existing tokens. Thoughts?  Help??

OK - update Tried several different existing tokens - all of them say "Whisper Toggle" under their sheet settings. Yet - I roll them, and they appear in the chat as normal text visible to all players (like I want them to).  Perhaps I don't understand what the "Whisper Toggle" state means. Either way - my problem appears to be a non-issue.

Whisper toggle means you click a button on the character sheet to toggle advantage, disadvantage or normal. (Edit) Oops, I mean whisper, don’t whisper.  

It's a hack. You cannot change to never whisper because of a bug in the system (probably with setting something to en empty value). By setting to whisper toggle, you are putting a switch on the character, the default of which happens to be Never Whisper. So unless you specifically toggle it, you don't whisper.

Thanks for the replies gents.  As long as I get the effect I was after, I guess I'm OK with it - even if the code isn't logical.  Odd to think the Never Whisper is a null state - otherwise how does setting for new sheets get applied when set on the game settings?
