roll20 api not working with error: "docker: Cannot connect to the Docker daemon. Is the docker daemon running on this host?. See 'docker run --help'."

Naturally this error is not mentioned on Google nor the API doc.s nor the API forum ATM.  From playing with servers I know users don't have permissions for managing docker normally.  Not sure what I can do to debug this.  Debug in the Doc.'s advice is pretty much, "rewrite your scripts until they work."  Thus this post seeking advice.

There was something going on earlier that they were looking into.  They posted on all the prior threads with: Hey all -  We're currently investigating a recent issue with the API. However, to keep things consolidated, we would ask that you please direct any further communications regarding the problem to  this thread here . As such, I'm going to be closing this post. Thank you! You might check that thread and see if it has any leads.
