In the Lost Mines of Phaldelver, Wave Echo Cave, Area 11 you can find a Potion of Vitality. Yet, this item does not appear to be in the SRD Compendium. Is this expected behaviour?

Potion of vitality is not included in the free SRD that Wizards of the Coast has released. For Lost Mines of Phandelver , there should be a handout in the Journal under Magic Items > Potions that describes the potion of vitality and its effects.
