"All Players See Light"?

Hi all, I'm having some trouble. I'm not sure if it's my setup or I just don't understand how dynamic lighting works. I've set up all the light borders. The lighting source is coming from torches/lanterns carried by the characters, their tokens are set to light out to 40 feet, starting to fade at 20, "has sight" and "all players see light" is selected. Characters cannot see each other's light at all (example, if a character is scouting ahead and travels further than the 40 feet his torch will illuminate, he loses sight of the rest of the party and does not see their lights). Is there something I am doing wrong, or is this how it works?

Are you using UDL or Legacy? Can you post screen shots of setup tabs?
Are players reporting this happening or are you using Ctrl-L to see this?
My bad.....it was all me. Once I unselected "Enforce Line of Sight" it started working the way I wanted it to.
