To Front/To Back does nothing on Object Layer

When I add tokens to the object layer and I try to layer them on the object layer nothing happens. If I move the token to the gm or the map layer then it works just fine. If I group them move them back to the object layer then they move to the way they were before, ie not in the right order. I opened another game and the same thing.
A token that is controlled by a player will be on top for that player.  A token that has sight, I believe, will move to the top of a stack, except for a player-controlled token which will still be on top for that player.  As GM, you may be listed as controlling tokens associated with character sheets, and they will show on top for you too.

Is  Has Sight checked?  That messes with the stack ordering
I have status tokens that are meant to be placed on top of the token and then I was going to group them so they move together. I also have a torch token that I'm trying to do the same with.
As a pro user, you have access to the API.  The carry script described here might do what you want.

If I give the tokens in question sight and controlled by me then the tokens do go ontop like the above posts mentioned
