Using character sheets across different GM campaigns

I have read up on everything I can find on how to create a character sheet and I have a basic question. As a player, I have a particular character that I wish to use in different campaigns with different GM's. Is that possible? From what I'm reading and what I see when I create a test campaign, a character sheet is actually not tied to the player but to a GM. Is that correct? If it is, isn't that kind of restrictive and not useful for PFS players playing across a spectrum of GM's?
There is a new feature we are working on called "Character Vault" that is going to have the ability to store Character Sheets at the player level and then you can bring them into games with you.
