Ok, now I think we can file this one under "Every now and then even a blind squirrel finds a nut." I fixed my own problem! (I have to admit, though, I'm a little disappointed no one else had any ideas for me.) So, like I had said, the Dragon Heist handouts for one of my Dragon Heist campaigns had stopped loading. A new window would open and display the "journal.roll20.net's server IP address could not be found..." message that I noted in the initial post. To investigate, I compared one of the handouts - in this case Handout: Duergar from the Xanathar Hideout. I hovered over the link Handout: Duergar link and noted the address <a href="http://journal.roll20.net/handout/-LIP9NxqFItPEovWNXf4" rel="nofollow">http://journal.roll20.net/handout/-LIP9NxqFItPEovWNXf4</a> I did the same thing in my other Dragon Heist campaign (where the handouts worked). I hovered over the same link: <a href="http://journal.roll20.net/handout/-LIP9NxqFItPEovWNXf4" rel="nofollow">http://journal.roll20.net/handout/-LIP9NxqFItPEovWNXf4</a> Same link address. One link worked, the other link didn't. In each campaign I then clicked on the links. The working campaign brings up the popup window showing the Duergar handout (image plus any GM notes). In the info bar just below the title bar for the popup window, it shows a closed padlock and "app.roll20.net/editor/popout". Over to the not-working campaign, clicking the link brought up the pop up window with the error message (noted above). In the info bar below the title bar for the popup, instead of a closed padlock, I see a circled "i" for information, followed by the app.roll20.net/editor path). I click the "i" and and a list of options pop up. Near the bottom was Site Settings. I went there. This brought up a Chrome settings window opened to the Privacy & Security page, and more specifically to the settings for "app.roll20.net". Hmmm. This is getting interesting. There's a bunch of options on this page - almost everything set to its default setting. One of the fields is for "Pop-ups and redirects" and it was also set to the default which was "block". Oh, that can't be right! I switch it to "Allow" and BAZINGA! All of my Dragon Heist handout links are working again!!! I have no idea how this setting got changed, but it did somehow. Maybe it had something to do with a recent issue I had with losing all of my saved passwords for web pages? I dunno. I Hope this helps someone else on down the line. Now back to some game prep!
