Creating Character Sheets that are independent of any game

I would like to be able to create some characters within Roll20 that are independent of any particular game, that I can share with a GM on application to join their game. As far I can see - I have to be a GM and have a game created before I can create a character sheet. I would be really nice to be able to add character sheets to my Vault that are ready for sharing with GMs.

That's pretty much the way it works. You can create your own game and populate it with as many characters as you like. You can load these to your character vault. Character in your Vault can be exported into any game which has Vault Access enabled.
