That is how the app works, assuming you are talking about the mobile application. It is meant to be an accessory to roleplay, not the actual experience. So you can control your character sheet, journals, die roller, chat, etc. No map or tokens. Due to changes Apple made in app structure years ago, the App lay in development limbo. It is largely functional on Android. However, due to the ongoing app situation, earlier this year Roll20 announced that the previously Pro-only perk of Table on Tablet has been unlocked for all users. So the app itself is largely deprecated. You can log into your game using the browser (Chrome/Firefox are supported) on your mobile device for the complete experience. No app is needed. I suspect that Roll20 has allowed the app to remain available for those folks who do use it for its intended purpose, and are on a mobile platform that supports it. tl;dr: Log in with your mobile browser, instead. :)
