If I recall correctly, it is a limitation of the submission software that it only lets you add products that you are currently submitting to a new bundle. You need to add at least 1 product to the bundle to submit it, and include directions in the additional notes to include the other established products. If this is a new bundle made entirely of existing products, you will need to create the empty bundle and then send a support request through Zendesk or email to link in all the existing products.
