 
 Someone had posted about the time zone settings not working for locales that do not observe Daylight Saving Time or other special rules. I had posted some suggestions for them to try, and I came up with something that I think might be the problem, but when I went to add to my post, the thread had been closed or deleted. For future users that may stumble upon this, if someone has a problem with time zone detection, I wonder if this is the fix (at least for Windows operating systems):  In Control Panel -> Date & Time, change your Time Zone setting to a zone that uses Daylight Saving Time (DST), like  (UTC-05:00) Eastern Time (US & Canada) . This should make the  Automatically adjust clock for Daylight Saving Time  checkbox appear. Be sure that checkbox is  unchecked  and click  OK . Then change your time zone back to your correct time zone (for example,  (UTC-06:00) Saskatchewan ) and click  OK . I think the checkbox setting is still used even for zones where it does not apply, but if you select a time zone where it does not apply, Windows hides the checkbox, so you have no way to turn it off.
