Questions about card decks

Hi. I am a premium user and I play a heavly houseruled RPG with my group. I have designed a card system for creating random encounters for my players and I want to upload the cards to roll20. The cards are pretty big because they have all information about the enconter stored on the card. (Stats, abilites, loot, behaviour, appearance, mostly animals) I now want to upload them to my game but even though, I have bearly used my upload limit, I found I need most cards several times. The card deck is supposed to have cards more often if the animals appear more frequent. (A dragon only being once in the deck, but wulfs 3-5 times). But uploading several of those decks (based on climates and depending if I want combat encounters or use our hunting system), means I would stupidly exceed my upload limit for no other reason than not being able to say: this card should be x times in the deck. I have to actually upload a card x times. I can also not make decks from some kind of storage. meaning I would have to upload the card every time.  please. tell me I am not aware of an important feature here. I want to upload my cards only once. I made over 200 of them and every card is about 1.3 MB. (Maybe I have to decrease their size, but still).

That does seem like a lot of data for a card...  But whether you make them smaller or not, you only have to upload them once.  Each time you create a new card, you can drag an existing image to it from your image library instead of uploading it again.  So once you have created a wolf card, that image should be in your library and you can just drag it to the next one you make from there.  Then you only have the one upload of the wolf instead of uploading it individually for each card.

What Kraynic said is accurate. What file type are the cards? Unless you need transparency, I'd recommend going with .jpg, since those are typically smaller file size. 
they are .jpg. but I made a high resolution. I originally planned to print them. but doing that would be expensive, due to to the cost of thick paper.

Yeah, I'd recommend re-exporting them for a web-ready jpg...You could easily get them down pretty low in terms of file-size and they'd still be legible. Still, only upload each card once, though.
You don’t have to load a card 5 times in a deck for it to come up 5 times.  You give it a weight of 5 and it will come up more often than a card with a weight of 1.
