Hi folks, I've been tinkering with this for a good while and
haven't been able to solve it. I have a NPC in my Dragon Heist game that
should have a +15 to hit with his spell attacks, and a spell save DC of
21 - as per the Dragon Heist module. However, when I have him attack
with say, a Fire Bolt, the roll only adds +9. I've tried to add a
global magic attack modifier and I've tried clearing the CR of the NPC
(a suggestion I came across via a google search) but still nothing is
working on my side. I've even tried directly changing Fire Bolt to use the NPC's strength modifier just to get a different result and it still defaults to +9. Would love to get some advice! I've included an image of the NPC's sheet below.
