Question regarding importing/exporting via the character vault?

I was trying to make sense of this, as the wording has me confused: Limited Vault Access: Allows only players who are Pro and Plus subscribers to export characters into this game. This is the default level. All Access Vault: Allows any player or GM, including players with no subscription, to export characters into this game. Games created by Pro or Plus users or games based on select marketplace modules are at this level. The wording on second part is what has me a bit more iffy on it?  Does it just mean like, if i'm free member (as I am), i put a character into the vault, any rando could come in and use my character/s?  or just that it leaves it open for the GM/DM to pool them freely into our other games? Sorry to be a pest, i can't seem to find the answer clarifying this anywhere. Thanks in advance for anyone that helps my dumb self with this confusion too. :) (also if this is wrong board, can someone point me to the right one to repost? double thanks in that scenario.)

Hi KuntosWeasel, Regardless of subscription level, only you have access to your vault. It's access to the game that is being described.

I found those descriptions confusing too. But it's fundamentally about campaigns, not players. As keith says, no-one has access to your vault but you. When you  have created a game, your subscription level sets who can use the vault to import characters into your game. If you have a Pro or Plus subscription, you can set the game as All Access. If so, anyone can import characters from their vaults into your game. If you're a Free subscriber, your campaigns are at the Limited level. Only Pro or Plus subscribers can import their characters into your game - other free users can't.
Awesome.  thank you for the reply folks. :) greatly appreciate clarifying the confusion there--and i'm glad it wasn't just me from the way of wording used for it.

Part of the problem is the usage of import-export. Since the action is performed from the environment of the Vault, you are exporting to your game, but the mindset is "I'm putting this thing into my game" so there is is a tendency to think of it as importing into the game. The Wiki and Help Center use the correct verb, but I agree that it could be worded more clearly. A graphic would certainly help.
