Handout Links between other newly made Handouts not working

So, I just made two handouts. One is a handout that just has general rules on it which I appropriately named "General Table Rules" which I was hoping to link in some house rules for different combat actions and alchemy stuff. Unfortunately, every time I do and despite it being named correctly. It refuses to link the handouts between one another. It doesn't even give me a link. Strangely enough, its only with new handouts. I have an older handout I made that is just a changelog which I named just that, put it in brackets (i.e. [Changelog]) and it linked just as it should. But for the newer handouts I named "Herbalism & Alchemy" (which I put in as [Herbalism & Alchemy]) it seems its no luck. Is it just because its new or is it because of something else? Thanks!

I expect that if you remove the "&" that it will work just fine.  Avoid using any special characters anywhere you don't have to.  I know I have used ( ) and / in linked titles before, but anything else may or may not work.

It is not often mentioned: special characters (ampersands especially) can sometimes be removed in processing as they can be used to reference or enter "illegal" entities that interfere with some javascript and post-processing such as quotes, single-quotes (apostrophes), percentile, and so-on. Best to stick to spaces and regular alphabet and numeric.
