Contact the Roll20 through <a href="https://roll20.zendesk.com/hc/en-us/requests/new" rel="nofollow">https://roll20.zendesk.com/hc/en-us/requests/new</a> and let them know of what you want done. Yes they can transfer ownership of a campaign to another person but if it is a purchased module, that ownership might not be transferred nor any assets you uploaded. Discuss details with the team.
