Foreground Layer above the Object Layer for Animated Fog/Rain, etc?

While trying to create some inventive maps, I come across this issue where I cannot have any objects above the players ( the object layer ). For example, environmental effects are part of the Background layer. The player's tokens are clearly walking ontop of rain or fog. ANother example would be a bridge. It would be nice to have a layer where you can have "background objects" become "Foreground Objects" so players can walk under them. Last example would be objects such as Chandeliers.  Having these things on the object layer prevents me from moving monsters. I have to click through the animated rain to get to the monsters, which then pushes the rain layer bellow the players. Is it possible to have a Foreground Layer that you can "lock" and not interact with during a session?
