Anyone created a D&D 4E Powers Library

(If this exists and my cursory searches here and on Google skipped it, apologies) Using the very cool 4E D&D character sheet, I wondered if anyone has created a library (or began one) consisting of the macros and descriptions for each 4th Edition Power? Looking at easy ways to allow my players to update both the macros (which is doable already in the sheet) but as well, the descriptions of effects which seems to be the most time intensive part when corralling players into character creation. Thanks for any help, direction of the like.

Considering 4E is very much a closed-source game, and the full powers library is available from Wizards behind a paywall, making anything like this would be likely to land you in hot water. The closest you're going to get, I think, is some sort of importer, like what HoneyBadger has written for 4E monsters; you can import monsters with HB's script, but the script doesn't include the monsters. You need to have a DDI subscription to get at them.
